The van is registered in Montana under a Montana LLC. The van is currently located in California. Although the van passes the California Smog emission test, it does not pass the physical inspection test (catalytic converter etc.). Its perfectly legal to drive in California this was and you can maintain the Montana registration for ~$400 per year which I will go through.
